General information on the use and management of infrastructure and services

Safe use of infrastructure and services

Società Autostrada dei Fiori S.p.A. manages the A6 motorway section under concession, with a length of approximately 124.3 km, to which must be added the junction between the Fossano station and the ordinary road network, which develops approximately 6.6 km.

Considering the morphology of the territory crossed and the particular plano-altimetric trend, the section is characterised by the presence of numerous viaducts, tunnels and overpasses. Specifically, it consists of 326 viaducts with a span of more than 6 m and 49 tunnels, 7 of which are more than 500 m long.

Access to the infrastructure can take place both from its own tollbooths and from those of other interconnected Concessionaires, allowing the user to cross continuous stretches of motorway managed by different companies, with a single payment at destination.

Recognition signs indicating the beginning and end of the competence allow identification of the section under concession.

Motorway tolls are collected using the “closed” toll collection system, for more specific information see the Toll Info section of the website.

The road platform consists of two carriageways, one for each direction of travel, with two lanes for vehicle transit and an emergency lane that can be used exclusively for emergency purposes, in addition to the presence of 203 lay-bys, most of which are equipped with SOS columns with devices connected to the Company’s Operations Centre to request mechanical, medical and/or general assistance in case of need.

In this regard, it is worth reiterating that motorway lay-bys have been designed and built solely and exclusively to deal with emergency situations. They are located on the right-hand side of the carriageway and allow vehicles to stop safely, without endangering their own or others’ safety. Prolonged parking is not permitted in these areas, nor may you leave your vehicle there.

As soon as you stop, before getting out of your vehicle, it is a legal requirement to wear an orange/yellow reflective jacket. This is to ensure that you are clearly visible to all those who pass by, who drive along the motorway at high speed, especially at night and early in the morning.

Anyone who fails to comply with this provision risks a fine under the Highway Code.

As outlined above, the lay-bys are for emergency situations only and must not and cannot be used for resting, telephoning or sleeping for a few minutes. If you need to rest, you may use the 7 equipped service areas or the 2 parking areas.

The motorway section managed is classified as category A motorways – extra-urban area of the Ministry of Infrastructure and Transport Decree no. 6792 of 5 November 2011, whose design speed is in the range of 90/140 km/h.,

Considering that one-third of the motorway route runs in the Apennine section where there are steep slopes due to the particular plano-altimetric trend, the operating speed under ordinary conditions varies between 90 km/h and 130 km/h. There are limited stretches with lower limits, appropriately indicated with appropriate signs.

As motorways are high-speed transport infrastructures, they cannot be used by all vehicles. Article 175 of the Highway Code identifies which vehicles are permitted and which are excluded.

The circulation of vehicles that are not allowed on motorways is sanctioned in accordance with the Highway Code.

Pedestrians and animals (properly guarded) may only circulate in the service and rest areas. Emergency lanes may only be used on foot to reach emergency call points (SOS pillars).

Driving behaviour while driving on the motorway is regulated by Art. 176 of the Road Traffic Act.

Service Charter

Autostrada dei Fiori S.p.A. has a Service Charter as an instrument of transparency towards users and in the belief that it can be an opportunity for internal company growth and valuable communication towards the outside world. The Charter, which can be downloaded from the Service Charter, contains information on the basic principles and services of the concessionaire, as well as quality policies and management, user protections and a handbook containing useful numbers and addresses.

The Charter, as better specified in the Suggestions/Complaints section, also provides for the hypotheses and methods that give rise to toll and season ticket reimbursement and the payment of compensation, as well as the information channels for up-to-date information on traffic and road conditions.

Worksite Management Criteria

In order to minimise the impact and consequences on traffic, the Company plans non-emergency maintenance operations on a weekly basis, scheduling them, where possible, during off-peak hours, which mainly coincide with central hours, so as to avoid, as far as possible, the formation of delays and queues. Naturally, any unforeseeable or unforeseeable disruptions, such as accidents and/or particularly intense weather conditions, may lead to this schedule being modified to adapt it to the new contingent situations.

In order to reduce the consequences on traffic, the most impactful activities, those involving closures of sections, and/or interchanges or service areas, are scheduled favouring, where possible, night hours.

Since the motorway section is characterised during the course of the year by periods of increased traffic coinciding with the Easter holidays, spring and summer weekends, and the days preceding high traffic events (Christmas, etc.), the Company prepares a calendar every year on which the days on which it is not possible to arrange for carriageway partialisations (i.e. lane closures to traffic) are indicated.

In particular, the days on which existing roadworks sites will be removed are indicated on all weekends during the summer months from 2.00 p.m. on Friday to 12.00 a.m. on the following Monday, with the exception of immovable roadworks sites where specific Ministerial technical tables are in progress or for specific immovable roadworks sites that may necessarily be installed to safeguard traffic safety.

Therefore, when planning construction sites, account is taken of the greater volumes of traffic expected on the above-mentioned occasions by limiting the installation of road construction sites.

All these choices are the result of many years of experience in infrastructure management, also finding support in the logs and historical series of traffic monitoring. Lastly and most recently, the assessment of the consequences on traffic of the most demanding or atypical roadwork sites is carried out using simulation models, thanks to the increase in IT capabilities that now allow the use of highly complex algorithms.

The categories of events that could generate traffic disruptions and/or dangerous situations are the following:

Emergency management protocols

For the management of emergencies (winter operations, flooding, accidents, etc.), the company adopts specific intervention procedures that set out in detail the actions to be implemented by the various parties in charge. These procedures, specifically drawn up and updated also on the basis of the historicity of events, are

  • the Winter Emergency Management Plan is operational for the entire duration of the winter period; the plan defines the organisation and procedures for the management of winter maintenance operations with particular reference to highly critical situations, also envisaging procedures for the closure of motorway sections and the blocking of heavy vehicles
  • the Operational procedures for the traffic and safety service: these are procedures that regulate the activities to be implemented by the operational control centre (COC) and the traffic and safety service (TS);
  • the expeditious plan for emergency management: the document summarises the organisation of the staff of the traffic and safety service (TS), the operational control centre (COC) and the toll collection service in the event of major exceptional events, including the activities necessary for the closure of individual sections affected by the events.
  • The Inter-Agency Emergency Plan: the purpose of the Inter-Agency Emergency Plan for tunnel safety is to provide an adequate tool for useful risk forecasting and damage prevention, operating by means of planning the technological and human resources available in the face of an event capable of altering the usual safety and mobility characteristics of the motorway artery with particular reference to tunnels. It is drawn up in collaboration with the emergency services involved in emergency resolution.
    Operational Plans for the management of emergencies at roadworks sites of long duration: these are procedures that regulate the activities to be implemented by the Operational Control Centre (COC) of the Traffic and Safety Service (TS) and by personnel appointed by external companies for the management of emergencies affecting stretches of motorway where there are roadworks sites that effectively reduce the carriageway in order to minimise the time required for their resolution and for traffic management.

 

Quality Indicators

In order to achieve, maintain and improve the quality standards defined for customer satisfaction, the Autostrada dei Fiori Company has identified the following basic factors: Safety of the journey, Regularity of the service, Comfort of the service, Services for disabled travellers, Information for users.

The quality indicators, illustrated in more detail in the Service Charter, comply with the provisions of Directive no. 102 of 19/02/2009 issued by the Ministry of Infrastructure and Transport. Discussions are still in progress with the Conceding Authority to define the indicators in accordance with the ART tariff system.
